docs(CHANGELOG.md): rearrange v1.5.1 to be right below v1.5.2
Moved the `v1.5.1` section above the `v1.4.10` one, so that it is right below the `v1.5.2` section for easier reference. Also removed an empty "Breaking Changes" sub-section. Closes #14283
